Mr. Md. Mostafa Kamal
Secretary, Ministry of Shipping, Government of the People's Republic of Bangladesh

Mr. Md. Mostafa Kamal joined the Ministry of Shipping on 22 May 2022. Before joining the post, he served as the Secretary of the Ministry of Environment, Forests and Climate Change. He also served as the Chairman (Secretary) of the Land Reforms Board before taking charge as the Secretary of the Ministry of Environment, Forests and Climate Change. 
 
Mr. Md. Mostafa Kamal was born in 1966 in Lakamata village of Suchipara North Union in Shahrashti upazila of Chandpur district. His father, late Md. Abdul Mannan, a heroic freedom fighter, was working at the Housing and Building Research Institute and his mother, late Fatema Begum, was a housewife. He graduated from the local Suchipara High School in 1981 and from Comilla Victoria College in 1983 with distinction. He obtained his B.Com (Hons) degree from the Department of Accounting Science, Dhaka University in 1986 and his M.Com degree in 1987. He obtained his MBA degree from USTC Dhaka Campus. He was a resident student of Sir Salimullah Muslim Hall of Dhaka University.
 
Mr. Md. Mostafa Kamal, 10th Batch Officer of BCS (Administration) Cadre joined the Civil Service on 11th December, 1991 and held various important posts in the field administration. He was the Deputy Commissioner of Rangamati and Khulna districts. While he was the Deputy Commissioner in Rangamati, he won the Best Deputy Commissioner and National Primary Education Medal 2014. He is the founding president of Biam Laboratory School and Rangamati Public College in Rangamati district and Khulna Collectorate School and College in Khulna district. While he was the deputy commissioner of Khulna district, he formulated guidelines for implementation of Khulna district action plan to stop child marriage. He was awarded the 'Award of Excellence' by the Canadian High Commission for his pioneering role in preventing child marriage.
 
He held various posts of field administration in Rajshahi, Bogra, Feni, Noakhali, Moulvibazar, Brahmanbaria, Rangamati, Narsingdi, Madaripur, Khulna and Dhaka districts. At the field level he served as Assistant Commissioner, Assistant Commissioner (Land), Upazila Nirbahi Officer, Additional Deputy Commissioner and Deputy Commissioner. In the Ninth Parliament, he served as the Deputy Secretary to the Parliament and as the Assistant Secretary to the Chairman of the Fifteenth Constitution Amendment (Special) Committee. In addition to the Jatiya Sangsad Secretariat, Additional Secretary in the Department of Energy and Mineral Resources and Health Services, Director of Petrobangla and Managing Director of Titas Gas Transmission and Distribution Company as well as performing additional responsibilities. He gained knowledge at home and abroad on various topics including good governance, financial management, implementation and monitoring of development projects. He has travelled to various countries including India, Japan, Germany, Australia, Brazil, South Korea, United States and United Kingdom to attend various trainings, seminars and conferences, bilateral talks and international negotiations.

In private life he is married and has three children. His wife Ms. Khodeza Akhter Khanam BCS an officer of 10th batch. She is currently serving as Additional Secretary.
